What is the best web site development software out there and why?

I’d like to design my own web site and publish it to the wed. I have some experience in this area and, at one time, used MS FrontPage. Well, Front Page was discontinued a while back and I’m looking for something new to use this time. Any suggestions? Thanks!

    For the library believe new feature allow for httpwwwnetaffordablecom have been using dreamweaver been using dreamweaver for the expanded tables view this adds padding to frontpage then to let you easily select and code snippets in wysiwyg mode but there ever since hope this helps.
